Fair Housing Act prevents discrimination based on criminal background.

ATTENTION Landlords or Sellers: The Fair Housing Act has issued a bulletin on discriminatory practices against those with criminal backgrounds regarding the sale or rental of a property.

Having read the entire bulletin, it doesn’t seem to say you must rent to someone with a criminal background. It appears to say you must take into account the type of crime and the recentness of it. It states very clearly that the standard you use must apply to all people.
